Palestine Telemedicine Rehabilitation Network

This project will aim to establish the first National Telemedicine Rehabilitation Network in Palestine. The network will link the four national rehabilitation centers in Palestine to each other and to relevant rehabilitation centers abroad.

Background

In 2004, these four rehabilitation centers approached the Norwegian Centre for Telemedicine (NST) through the Norwegian Association for the Disabled (NAD) to look into the possibility of using telemedicine (eHealth) technologies to help them overcome the isolation caused by travel restrictions imposed upon them by the Israeli government. The aim of the study was to investigate the possibilities for establishing a national telemedicine rehabilitation network in Palestine. The study resulted in a project plan called “Implemeting a National Telemedicine Rehabiltation Network in Palestine”.

Project description

The project aims to strengthen the Palestinian rehabilitation centers by improving the services to the population. The project will develop a national telemedicine rehabilitation network which will provide a support system for institutional capacity building, for the education of rehabilitation staff and for implementing quality development programmes.

The network will consist of dedicated broadband lines suitable for computer and video transmission. Each hospital will be equipped with video conference units with necessary accessories. In addition there will be established a computer network with Internet access suited for the exchange of digital information.

In parallel, there will be established and developed internet based courses aimed at the different aspects of rehabilitation.

There will be strong focus on a long term perspective of the project. During the project period there will be developed plans ensuring the necessary sustainability.

The objectives of the project are:

•    To install the national telemedicine rehabilitation network between the centers
•    To install the necessary telemedicine equipment in the centers
•    To develop routines and practices for collaboration between the centers and with  international parties
•    To develop the content of training programs for rehabilitation staff
•    To conduct a technical and user-satisfaction evaluation of the rehabilitation network
•    To develop a sustainability plan for the rehabilitation network after the project is over, including planning and evaluating income generating activities established through the project

Project partners

The project is a cooperation between NST, NAD, Swedish Diakonia and the commercial partners Tandberg and Well Diagnostics. The four National Rehabilitation Centres in Palestine are:
•    K. Abu Raya Rehabilitation Center, Ramallah
•    Bethlehem Arab Society for Rehabilitation, Bethlehem
•    The Jerusalem Princess Basma Center for Disabled Children, Jerusalem
•    El Wafa Medical Rehabilitation Hospital, Gaza

Financing

The project is financed by the Norwegian Ministry of Foreign Affairs with contributions from the commercial partners and the NST.

December 2006 until June 2009.
