Upon the request from the World Health Organization (WHO), the Norwegian Centre for Telemedicine organized an international workshop on evaluation methods in September 2003. One of the main priorities for the WHO is to develop a "telemedicine tool-kit" for assessment and evaluation.
A review study on evaluation methods for telemedicine and eHealth was proposed as a follow-up activity of the workshop. Such a study was deemed necessary as a basis for selecting appropriate evaluation approaches and "tools", and for WHO to advice their member states.
During the spring of 2004, the NST, in collaboration with Pamela Whitten, Michigan State University, initiated a pre-analysis of what such a review study would entail.
The aim of the study was to review telemedicine and eHealth research literature to analyze and critique disciplinary, theoretical and methodological approaches. This will serve as a background to offer recommendations for future telemedicine research strategies and to further knowledge in this field.
A total of 15 scientific databases in a broad range of disciplines were searched for articles published in peer reviewed journals from January 1990 to December 2005.
The target group is telemedicine practitioners, developers and researchers. The study will also contribute to advance theory for future communication technology innovations in health.
